BLM personnel should be held criminally libel for this and those who suffered should be compensated.

There is almost always conflict when rivers are used as borders but then the channel changes, as is natural for flood plain rivers. A small chunk of Iowa is on the west bank of the Missouri River for this reason.

I do believe BLM land should be divided up and handed off to the states. The department itself should be likewise divided up and handed off to the states; they can elect to fund their state BLM, or disband it, or whatever they choose to do with it.
The best answer would be if they would then privatize the land, with first right of purchase going to landowners who presently hold leases on it. The rest could be sold to the public, perhaps even by lottery. US citizens only, of course.
