So what did this guy do that was wrong or illegal in Zimbabwe? Was he poaching? Did he not have lion tag?

The lion was also baited/lured off the game preserve (considered unethical by Safari Operators Association of Zimbabwe which has revoked PH’s license) and he was collared and being tracked for research. In another article (I can’t find it again), shooting a collared lion was also illegal.
