The JP (and all the other judges), the police and the DA are all on the same team. There is no manipulation.

The legal system is strongly biased in favor of the state in every step of the process, excepting trial. Most of the "legal nuances" express the various reasons that people wrongly accused aren't entitled to any remedy.
I will not be surprised if this incident is used to craft a new legal doctrine that justifies mass false arrest.

I am afraid (literally!) that you may be correct.
Don’t be so jaded. The Duke LaCrosse hoax did turn out to have a positive impact rather than a negative fallout.
That was exactly the thing that came to my mind when the enormity of the situation became clear to me.
