He is saying that the immigration process in general needs to be streamlined. The illegals will be deported and then those that are not criminals and apply can go through the process to enter the country LEGALLY.

So what is your inference of “streamlined” or haven’t you heard that before?
We don’t need it streamlined, we need laws enforced without irrelevant qualifications.
