That’s certainly believable, and it’s also possible (I think I read about) injectable contraceptives’ being given in the guise of vaccines. However, as I said above, if there was an easy, one-shot, non-fatal, permanent contraceptive, I think we would know. The human body’s reproductive drive isn’t thwarted that easily.
I watched the video and it was really incomplete at the end. Even acknowledging it was an excerpt, it seemed to me that he didn’t complete a thought, nor did the thought he was expressing seem connected to anything previously said.
Lower infant mortality rates do lead to demographic transition. Bill Gates is right on that. People no longer need to outbreed disease, poor healthcare, and poor sanitation.
I think I get your point.
The hard part is that on the current curve the earth will have 8, 9, 10, 11? Billion people if we can manage to feed them.
At some point the number does become problematic.
I am certain God has a plan. But ...
Well, I Googled for it (not that Google is the most honest search engine in the world for all topics) and there appear to be fears that a tetanus vaccine might double in that capacity.
Here’s where we need to say we need more information. It would be a relief if not true.

Good health care and vaccines decrease infant mortality rates which historically leads people to have less children. You don’t need “insurance” children because you can be reasonably assured the ones you have will see adulthood.
This means women in Nigeria and Pakistan will choose to have 3-4 children instead of 10.
This Bill Gates believes will reduce global population by 15% from the projected 9 Billion peak but still above the current 6.8B.
I.e. increase the incidence of miscarriages... kind of thought I remembered that, and it shouldn’t be only Catholic missionaries who would know about this.

Who, when and where?
Where there has been a need, there has also been a way. Enough souls willing to work to establish infrastructure (and not all are in all places, which is a problem) will help bring to themselves what is needed.
People are able to sterilize themselves today by different means. Are for compulsory sterilization?
Reproductive health services will cut the population significantly in places where there is no birth control. Vaccines and health services make it viable to have fewer children in these same places because more of the ones you have will survive.
I do think depopulation has some to do with the big push tfor gay marriage, but more than that I think it’s about procuring signed wavers for genetic experimentation when those couples decide to have children as well as profiting off of them which will help drive R&D.
Call me cynical.
I’ve had tetanus vaccines, and I have ten healthy children. It’s possible that a contraceptive element is being added (I might have read that ...), but there’s no indication in the developed world of a safe, permanent, contraceptive shot, and the demand for it would be immense.
I’m sorry, I don’t understand what you’re saying, although I deduce that it’s a question.

Same with the polio vaccine. Id totally skip it if I were you. Then go swim in stagnant water. Yep, that’s just what I think you should do.

With current technology the attempt to do that might have other unwanted side effects.
But again what you might loose on animals (or what you view as animals) might fall below what you would pass out to acknowledged people.

Only in a few specific geographical areas. Then I think aerial spraying could be warranted. From C-130s. Like agent orange in ‘nam.
That’s the history of contraceptives: test them on the people who are too poor or deprived of information to object.
I agree that Bill Gates is a ZPGer, and I believe that there have been some issues with adulteration of legitimate vaccines. However, I think the point of “vaccines=population control” is the long-term issue that reduced infant mortality will, eventually, result in a lower fertility rate by voluntary (or roughly voluntary) action.
