The state can’t make program rules that infringe on the Constitutional rights of citizens, period. They are bound by it, they aren’t a private company.

Its not 1950 anymore. Period.
In fact, its not even 30 AD anymore.
“If the house is worthy, give it your blessing of peace. But if it is not worthy, take back your blessing of peace. Whoever does not receive you, nor heed your words, as you go out of that house or that city, shake the dust off your feet.”
The house of America is no longer worthy. Spread the gospel to people who will hear it. Those who do not wish to hear it know who Jesus is, and they have chosen another. There’s no reason to force it on them. Even Jesus said so.
