I disagree. If Bland was under the influence of drugs or alcohol, it would be more confirmation that the policeman reacted appropriately, and might allow the city to avoid a lawsuit.
Oh, I see what you mean. I was thinking only about her suicide, not how drugs or alcohol might have affected her behavior during the traffic stop. It could explain her combative and irrational behavior.
