A person may not willfully fail or refuse to comply with a lawful order or direction of:
(1) a police officer

Show me the definition of a lawful order that allows a cop to tell someone to put out a cigarette while they are in their car. And note a cop cannot enter that car unless he has probable cause and or permission.

Not also prior arrest records do not constitute probable cause.

So he ordered her out of her car for refusing to put out her ciggy. She had made no threatening moves at this point as far as the video shows, she did however answer the question he asked which apparently made him angry.
