And if Obama is really serious, he needs to send a lot of the blacks in the south up to a lot of those more liberal northern states. Many of them in those states pretend to know everything but they may need to start seeing things differently. Why should Obama's policies only impact the south? By the way, congress could uphold funding but I don't have any confidence in the GOPe.

If the political leadership in the South is as smart on this as they were on Obamacare, packing Liberal NE and PacWest enclaves with migrants under this proposal is going to happen naturally.

Looking at the map one wonders what obamao will do in places like NM where hispanics are 65% of the population and what that group of minority residents would think of being edged out ? I would get a front row seat to watch an influx of inner city blacks plunked down say in Espanola about 85% hispanic.
