It's not a defined term. As a matter of general usage, "birth home" would designate the place of birth when that is in a home (i.e., not a hospital). For example, here's a photo of Reagan's birth home. This is in contrast to Reagan's Boyhood Home which is the house in which he grew up.
So Stanley Ann may not have been residing in the home listed on the long form certificate. So what? It's an immaterial point insofar as the eligibility question is concerned when birth at the hospital has been duly noted.
