Gov and TAG then simply do what they want for soldiers not in a federal status. AGR and Tech could get tricky. SAD is always an answer.
For those states with an SDF: AL, TX, GA, CA, MD, etc. The Fed’s have no control whatsoever. I expect someone will get a call from D.C., but I doubt the pres will try to over ride.
