Seems like he is sticking his finger in the wind and waits to see if it is safe to take a stand. Other times, he waits to see what Cruz says, and tries to out-conservative him, if it is safe enough.
His hiring of GOPe operators, who specialize in going against conservatives, is not a good sign.
