Redflex will still sue the city for breach of contract and win a big settlement, which the taxpayers will pay for.

There are surveillance camera at just about every major intersection in Cincinnati. Not moving violations (yet) but at least four cameras at every major intersection.
They just appeared, installed in the dead of the night.

The only things they decrease are yellow light times, and productivity.
