Presumably those who have already won tenure can't have it removed without cause so it would affect future hires or tenure-track faculty who have not yet been awarded tenure. Private universities will not be affected. If a public university wanted to keep its tenure policies unchanged, how does this budget prevent them from doing so?
You didnt read the article. The power is transferred to University REGENTS (Board of Director) who are appointed by the governor.

its in the article. In Wisconsin the tenure was in State law (the only State with it enshrined in law(. Now this power is in the hands of the Regents.

Why is it...that these "teachers" can get after so many months/years...jobs..where they can't be fired?
