Actually, the Mexican Navy has been effective against the Cartels, as there are not as many of them on the Cartel’s payrolls. Additionally, the Marines in particular are very motivated to hunt down the Cartels because of an incident in late 2009 when the Cartels slaughtered the family of a slain Marine after his name was released.
