How would a state have any say in a federal cemetery? Bueler? Bueler?

I do not believe there are any Confederate Soliders buried at Andersonville or Vicksburg National Cemetaries. At Vicksburg, they are buried at Cedar Hill Cemetery which is owned by the City.
