How can he even enforce this? After the last six years of lawlessness you have to ask? He'll simply executive order it. Just read in the NY Times today in the Dallas area they are giving vouchers to get Section 8 people to move to wealthier neighborhoods and cutting their subsidies if they don't move.
I would bet that if someone did the research they'd find that the vouchers are only good in certain wealthier neighborhoods, i.e. the ones in Republican districts. Gotta dilute that voting bloc, you know.

its easy to enforce.
No (federally guaranteed) loan to a white person if the neighborhood is not sufficiently integrated.
"Problem" solved.
MaoBama cannot force blacks into neighborhoods as easily as he can prevent whites from moving into racially "segregated" neighborhoods.
Older whites will pay cash for the house. The only ones who can get loans are "sons of MaoBama". The "rich white folks" see their investment lose value quickly.
