I have also seen IT departments make a mockery of the law as it is while appearing to follow he letter of the law. If we have that with current H1B levels, what would we get with a 500% increase?

None of which are enforceable. None. They don’t enforce the H-1B laws as it is. Companies flagrantly force employees to train their H-1B replacements. They’ve been doing this for decades.
