It doesn't make sense.
So, instead of encouraging foreigners to stay couldn't we get the same result educating more American citizens in those same disciplines? Instead of inviting more foreign students in (because they're more profitable for the universities)?
To believe this is not a viable alternative is to imply that there is something genetically wrong with Americans.
Actually Cruz has made it clear that his support for increasing H-1B visas would be tied to real border control and workplace enforcement of existing law. He speaks of making sure companies are actually hiring qualified Americans first before they would be able to bring in new H-1B visa workers.
Sadly many “conservatives” see no problem with lying to harm Cruz.

American government is supposed to work for Americans.
Right now, American government is working as hard as it can against Americans, and it is actually killing Americans as a result.
The political winds are most certainly not blowing in the direction of hey we want more foreigners in this country.
Wake up, or you aren’t going to win. Simple as that.
Standard politico pap. It's unacceptable that Cruz does not know the facts of the case. I'm an average workaday schlub and I know at least the basic facts. You can't be a presidential candidate and not know basic things like this.
That said, I still believe Cruz is the best out there, and he is certainly the ONLY Conservative in the race. This isn't a deal breaker, but he does need to hear quite vocally from his supporters, such as myself, on this issue.

But WHY must he propose to EXPAND the program? Its obviously being abused today.
Microsoft, Intel and Qualcomm have all had major layoffs this year.
They eliminated USA employees and rehired in India.
Increasing H1b just means the same people get dumped and since H1b makes 50% less, the USA makes much less in tax payments.
I sure wish I could spend 30 min with Ted Cruz to explain it to him.

I spent half my career fixing things ‘outsourced’ to cheap labor software contractors
We don’t need to increase the number of H-1B visas.
We need to do a better job educating our children. Removing the federal government from our schools is a good start.
I know way too many tech people that cannot find good jobs.

Here is a 2013 article on Cruz’s immigration stance. Though the NYT, it probably is fairly decent.
As said before, the only hard-core anti-immigration types are ones like Jeff Sessions from what I see.
Cruz comes from a state that has a lot of migrant labor, just the way it is, it seems he wanted to expand green cards and the quotas of immigration from Mexico.
At the least, something to read up on closer.
