Except for the places where the wealthy reside most cities are now pretty much just holding pens for democrat victim groups.
Now the democrat politicians (and their RINO enablers) are using tax money to move them out into the suburbs and unincorporated areas in an effort to turn the RED areas BLUE at election time.
