Yes, I've heard that story, though it isn't mentioned in the posted article. And that curse was uttered at the time Morris was slaving to rehabilitate the Clintons' image in Arkansas. Recall that Dickie was called in as a consultant to WJC after he was voted out of the governor's office and was running again to recapture the office.
As for the toe sucking, I've always thought it was a set-up by Clinton as an excuse to get Morris out of the White House when he no longer needed him. Notice that Morris turned completely against the 'Rat Party after that and is now considered a Republican.
