Words have different meanings for different persons and purposes. I recall that the EPA was Nixon’s bone to the environmentalists to keep them from continually biting his butt on some other political matters. One of the first actions by the new EPA was to redefine common understanding of the industrial world in the US. That is why rules and regulations could be worded and passed as the EPA people saw fitting. This modus operandi continues to this day by ‘government’ people. Obama was very clever in the same mode when he told people he was for ‘change’.
It does seem quaint in today's world to think that marijuana use in college would be considered a deal breaker for Senate nomination doesn't it?
