I'm sure the government knows the serial number on the visa cards. The question is whether the Obama administration has the will to follow up when one of these stolen visas is eventually used.
To follow up and arrest will: 1) demonstrate an Obama administration failure, and 2) be an immigration enforcement action. Those are both things that Obama is loathe to concede.
