The only way to stop the marriage licenses would be massive civil disobedience with the collusion of county clerks and such. I just can’t see that happening. Prove me wrong though.

The governor is promising to uphold the rights of Texas citizens who object to "being forced to act in ways contrary to his or her religious beliefs regarding marriage." There are, of course, those who do not object to same-sex unions. (Yes, even in Texas, we have liberals.)

There would be a few licenses issued but finding someone to marry the gay couple would present yet another hurdle. There would be no obligation to perform the ceremony simply because a license is issued. After all, just because you are 21 doesn't mean a bartender is obligated to serve you a drink. Bottom line, the Texas Constitution is set up to allow individual freedoms and restrict government intrusion. That is one reason why the document itself is so long...87,000 words compared to the 4,500 in U.S. Constitution. Texas fathers knew that spelling out the rights of individuals would help insure personal freedoms so dear to hearts of all.
