The nice friendly guy....who would have bit your ass and spat in your face.

The police are allowed to forego active protection of a suspect if they feel their own welfare is at stake. And so they should.

Worse he was a heroin dealer.
No one is asking why he wasn’t locked up?
I am in favor of death penalty for heroin dealers,
Leathal injection is too god for them.

some folks in MD with First Aid training can refuse to assist

others I believe, such as police, may not refuse to render basic aid at the level of their training, since they were asked for first aid assistance by the suspect who thus gave his consent

The officer felt safe enough to touch him by hauling him up onto the bench even though he was complaining of movement and breathing difficulties

So your argument that they had a right to ignore him due to “fears of safety” (or attitude) won’t hold up- they did touch him. Possibly exacerbated his broken neck by hauling him off the floor of the van

If they had felt unsafe assisting him with medical aid request, their duty was to call 911

Not a criminal act, but a culpable act
