I recall this was the thinking with the Nazis who did not say much about homosexuals and by some accounts practiced it; however, when the Nazis came to power it did not work out so well for homosexuals.

The Nazi party was a homosexual movement. All of its leaders were homosexual. They despised but initially tolerated feminine homosexual males.
