It is not that. It is that Reid doesn't consider acts by ISIS, or any other muslims for that matter, such as cutting off heads, drowning slaves, mass rape of women and boys, mass shootings, or any act perpetrated upon Christians by muslims to be violence. In Reid's World, acts of violence can only be committed by white people.
That is why Reid can say that with a straight face. But the voters of Nevada love him.
