And I wouldn’t be surprised if Ms McCarthy hasn't lifted a finger to encourage Congress to propose a global warming amendment to the Constitution to the states. After all, if the states chose to ratify such an amendment then Congress would have the constitutional authority that it needs to legislatively address intrastate global warming issues and Ms McCarthy would be a hero.
