23 dogs? Just how many dead dogs does he think would justify an investigation?
The complaint is an easy read. There was an investigation. The legal question is whether or not the dog-sitters intentionally killed the dogs (as alleged in the criminal complaint), or their negligence killed the dogs, or if the AC really did quit working without their knowledge, etc.
