If that’s a wig and not real hair it makes little sense if he intended to leave a witness to give a description. But it would explain why the witness saw blond hair if he removed the wig and had blond underneath. Still, why the disguise if the intent was to leave a witness?
But if the hair is real, and the lone survivor was told to “tell the world” what happened, why did the survivor claim his hair was blond if it’s clearly not in this picture? Why didn’t the survivor say it was brown?
This is weird.
Wearing a wig doesn’t seem to give much of an advantage unless the perp’s real hair isn’t like the girlish, brown and straight-haired wig at all, in which case the wig would be intended to trick the witness into reporting the wig’s color and texture as brown and straight because this info would mislead the police.
Why not a hat? They’re much easier to find than a wig, esprcially for a teen boy. Maybe because a hat would not leave the desired impression?

He may have THOUGHT she was dead. Lucky for her she survived to tell details to LE.
Isn’t it a much simpler explanation that the color is just off on that screen capture? So that his obviously pale white skin looks tan and his obviously blonde hair looks brown?
