Arafat had high hopes for that one, visions of skimming oodles of casino cash danced before his eyes. So he had to stick with stealing 100s of millions, if not billions, from foreign aid and the PLO-owned companies that he and his cronies controlled.

No, they opted out of gambling their lives. Lots of Israelis like to gamble, but there are no casinos in Israel. Sharon wanted to build a complex in northern Gaza when he withdrew, but the Palestinians would have nothing to do with it. Turned down proposals to leave the industrial park operating as well. Would be a natural. Gaza is a lot closer than Monaco or Vegas for gamblers from the Arabian peninsula too. Who needs economic development.
It would seem that the Israelis didn’t flock to the Oasis, however.
