Looks to definitely be a 1999 Hyundai Elantra GLS, black with beige or light gray interior.
1990s Korean cars were crap. There is not a huge database of these still registered meeting the description regionally.
No number plate in front, so (probably) registered in SC.
Not for sure that the driver is the owner, but still worth searching as such.
Not positive that the ownership is local, but a good starting point.
And South Carolina isn’t that populous (less than 4 million).
One would hope the state law enforcement is searching turn-of-the-century black Hyundai’s with an owner under 30 years old, starting with the low country, and expanding from there.
