Fast track authority itself has been around most of the time since 1974. It is quite literally the only way to get multi-lateral trade agreements in place. No agreement could possibly be reached if each of 10 or 15 countries can propose amendments, exclusions, etc.
That’s not necessarily an argument in favor of Fast Track. Maybe we don’t need or want any large multi-lateral agreements. But if we do, FT is the only way to get them.
