Because if it's just a political distraction after his vote for TPA, then his efforts to get us out of the UN will be about as serious as the Bush/Rove ruse of supporting a constitutional amendment do define marriage between a man and a woman. It had zero chance of passage, but did serve as a distraction for a week or two.
