According to Paul Ryan, they have enough votes for TPA (fast-track). The concern now is that they won’t be able to get enough for TAA (Trade Adjustment Assistance, that would provide aid and retraining to workers who lose their jobs due to trade agreements), which comes before the TPA vote. And if TAA doesn’t pass, the rest of it falls apart.
TAA is a Dem thing, but they know that fewer Rs support it. So the Dems know they can derail the whole TPA/TPP/TISA train by shooting down their own provisions.
Good point. TAA is a pathetic attempt by the Dems to appease the unions who ain’t buying it anyway.
