What are being “passed over” here for the preferred minorities are several groups.
1. Dedicated folks who have gone to good Aviation Colleges to learn the gamut of aviation including Air Traffic Control (ATC).
2. Experienced Military Air Traffic Controllers with much experience in Military (and High Traffic) Airports.
3. Air Force “Combat Controllers”. These are the boots on the ground Special Operators who are certified Air Traffic Controllers who also undergo intensive and VERY rigorous selection and operational training. They are assigned to become integral members of Navy Seal and Delta Force Teams with whom they train and deploy. These guys are the cream of the crop and have proven they can operate efficiently under heavy stress in the most difficult circumstances.
4. Folks who are not members of a preferred minority and who have to pass screening tests WITHOUT BEING GIVEN THE ANSWERS AND TOLD HOW TO RESPOND IN ADVANCE.
