There are, and always have been, two distinct classes of immigrants. There are those who jump through all the hoops, demonstrate they actually WANT to be here and do productive things, and agree to the set of rules that govern the people who are already citizens.
Then there are the others, once loosely covered under the definition of “refugees”, who, for whatever reason, cannot remain in their own countries. They have been forced to flee, under potential treat of death, and after being stripped of most of their worldly goods, admitted as guests until a further determination of their status may be established. This sort of loophole has been opened wider and wider, until there is virtually NO oversight of those who arrive within our borders, and they mingle with the general population, neither citizen nor even sympathetic to the neighborhood in which they find themselves located.
