Actually in more primitive times and in countries like India, for example, brothers and sisters have sex. I think this is appauling but it common place in other parts of the world. No one is advocating youngsters touching their sisters inappropriately, but it is not a capital offense.
I met a guy recently who was beat up by some thugs and as a result is permanently injured and no longer able to work. The thugs got time served (something like 90 days) while waiting for trial and the juvenile with them got a slap on the wrist. He was in court on the same day that someone who groped an adult female in a public place got two years in prison and lifetime registration as a sex offender. Seems like we have gotten things out of balance with it comes to vaginas.
To me, an assault is an assault.
If it were 14 year old siblings fooling around, well, I don’t think that rises to the level of a crime.
