If you had to guess, what percentage would you say don't belong in those chairs?

should be reserved for those who have been issued handicapped parking placards

Another well intended but now wildly abused function. That scam is now embedded in law.

Your warning not to judge is noble and noted, but if it's the first thing that pops into my mind when I see the title then must be happening with enough regularity to be a problem.

Ten to fifteen percent. Seriously.
There are rules a doctor must follow before granting a request for a handicap placard; a request is literally a prescription that must be taken to the BMV. The inability to walk more than 200 feet without stopping to rest is one of them. As I said, you cannot see most of the problems that require the use of the scooter.
