We already have a job training program it’s called High School.

Many can't even read on a third grade level and I know, from my wife's experience at hiring people for a large company, that many more cannot pass a drug test.

public high school is a storage yard for bellow average teachers who can not get a real job.

Then who is to say they would do any better in a "jobs training program" which would essentially have to be remedial high school.
