Did they hide in their closets, rocking themselves to sleep in their fear, hoping against hope that someone would invent police departments and full-time prosecutors?

They didn’t need many police because police were given broad latitude to do their job. A felony then was usually a crime for which one could be hung.
The saying “One riot, one Ranger” was true in the west because that Ranger could do pretty much whatever he felt was best.
Local law enforcement goes back to the 1600's.
BTW in my local jurisdiction, local police aren't everywhere. I have a red 400+ hp sports car that I drive fast and I've never gotten a ticket here for speeding.
