Could not agree more. Obviously, the correct way to handle a rowdy party, and people who are ignoring orders to disperse is to politely, but firmly, ask that they turn around so that the handcuffs can be properly applied.

You forgot the ‘/sarc’ tag on your post. What happens when they defy the “polite but firm” request? That happens routinely on the street.
