I haven’t kept up with everything about this incident, but has it been confirmed or debunked that ATF and/or other Feds were present?
If they were, wouldn’t they have been the ones in charge and calling the shots? (pun intended)
Feds were present per Sgt Swanton who was very chatty for a few hours until someone put the quietus on him.
There was a picture of the scene at Waco with a person wearing an ATF “jacket”. Could have been a vest. So, yes I would say at least one ATF individual was there.
