That would be Benny Bell. A writer of euphemistic "risque" songs.
"Shaving Cream" was written in 1946 but was revived in the mid-1970s by the Dr. Demento show and suddenly "Shaving Cream" became a Top 30 hit nearly 30 years after it's first recording.
Another big song by Benny Bill was "My Grandfather Had A Long One".
