Most large military bases such as Ft. Benning have areas which are open. I used to take a short cut through Benning when driving from Florida to North Carolina.
Ft. Stewart and Eglin AFB are other examples. Main highways run right through them.

They shut down the entrances on 1/1/2015. Now you need a background check before they let you through.
