If they meant he was driving the car, wasn’t his girlfriend driving the car after picking up the dinner she made him from her apt?

She says the vehicle owner, Israel Shimeles of Alexandria, Virginia, was located, arrested and charged with "operating after revocation" and was being processed at Capitol Police headquarters.

I assumed the 'operating after revocation' was a traffic charge, but finding out he was a doctor, makes me wonder if he was operating with a scalpel after having his doctor's license revoked.
