Since the Constitution prohibits taxes on exports, it would have required an amendment to put in such a tax.
To what commerce clause are you referring? I assumed, perhaps inaccurately, that you were referring to one of the clauses about commerce in the Constitution.
Feel free to post a link to whatever commerce clause you believe was changed in 1830.

I posted a section of the Constitution prohibiting export taxes. If you have evidence of such taxes, please post it and I’ll change my mind. But so far all you’ve done is proclaim that the change was made, not provide any evidence.
