Actually it should be relatively easy...
Stores already have their scanning system set up to exempt certain items...
The receipt will split the items into two separate itemized totals...

The store handles it, if it’s not approved the register make them pay for it. If they can’t pay for it, back on the shelf it goes.

Excellent idea. My only quibble is that I would make it closer to 85%. Those worrying about added bureaucracy are probably overstating the risk. Most food stamp benefits are now electronic and the card can’t be used to purchase restricted items.
