When I was in high school, and having some association with the Bandidos, they would come back (to Houston) from San Antonio, and Austin almost every week, with trailer loads of stolen motorcycles.

Not everyone there was a Banditos MC member. If the police did a summary motorcycle seizure, they took motorcycles from people who likely don't belong to outlaw clubs and who were not involved in the fracas.
If your next door neighbor embezzles money, does that give the police the right to seize your account? If he steals a car, can the police take yours?
