So, does that mean the conductor had control of the train, not the engineer? I mean, how can the conductor be responsible if they cannot get to the controls?
I had the immediate thought, after hearing about this “accident”, that it was suicide/homicide like the pilot. I also thought he may have changed his mind too late.
Whoever accelerated is responsible.

The engineer has the actual physical control of the train, but the conductor has the administrative control and responsibility of the control of the train.
The conductor is like a captain of a ship or plane.
